The "RC-300 Driver Ver.1.0.3 for macOS 10.13 / 10.14" requires that your RC-300 has been updated to the Version 1.05 or later.

 
RC-300 System Program

To use this driver, you must set the USB MODE of the RC-300 to "AUDIO."
If you have already installed the driver under macOS High Sierra (macOS 10.13), reinstalling the driver is not necessary.
With macOS Mojave (macOS 10.14), the system can be used as-is.

Installing the Driver
The downloaded file is an archive file. Information on how to use it is inside the Readme.htm file created after expanding the downloaded file.
Before installing the driver, be sure to read the Readme.htm(*) file.

During driver installation under macOS Mojave (macOS 10.14), the message "for macOS 10.13" or "This is a driver for using ******* on macOS 10.13." might be displayed on the installation screen, but the software can be used without problem on macOS Mojave (macOS 10.14).
* The "*******" portion contains the model name for the driver being installed.

After downloading the driver, follow the installation procedure for the version of macOS that you're using.
